As a senior Member of the House Appropriations
and Budget Committees, Congresswoman Kaptur has important oversight
responsibilities over federal spending and
budget priorities.
For too long, the process of Congressional funding requests – sometimes known
as “earmarks” – lacked transparency and accountability, leading some to abuse the process. Since being elected to the majority in the House in 2007, Congressional
Democrats have instituted wide-ranging reforms,
including ensuring that every American can easily determine which member of
Congress has submitted a request that receives funding and what group or organization will receive the
funds.
